The focus of security at nuclear plants is on the “vital area” (reactor, control room, used fuel pool, alarm stations) and “protected area” (fenced and protected by sophisticated security systems and armed guards), spent fuel storage, ISFSI (Independent Spent Fuel Storage Installations) and less emphasis on the “owner controlled area” (lower security due to its location away from the reactor).
